Information about the Application for a Selection Certificate – Permanent workers

Following a decision by the governmentdecision published in the Gazette officielle du Québec on March 27, 2013, the Ministère de l’Immigration et des Communautés culturelles is renewing its rules relating to the intake of applications according to immigration class.

Before proceeding any further, make sure you have duly completed:

• the Application for Selection Certificate – Skilled Worker – Principal applicant, spouse or de facto spouse (A-0520-AA) (Dynamic PDF, 701 Kb);
• the Documents soumis à l'appui de la Demande de certificat de sélection (A-1520-AF) (Dynamic PDF, 651 Kb) (Documents submitted in support of the Application for Selection Certificate). Don't forget to consult the Liste des autorités reconnues pour certifier conforme des documents (List of authorities recognized for certifying documents);
• the Contract respecting financial self-sufficiency (A-0522-OA).

If your spouse is accompanying you, he or she must also complete the Application for a Selection Certificate, if applicable.

Please note as well that, to prove your language proficiency, you must provide the results of a standardized test, even if French or English is your mother tongue.

Then gather together and enclose:

• the appendices duly completed;
• payment of the fees required to process your application.

Send all of these documents to the Direction de l’immigration économique – Moyen-Orient.

To request a change to your application for a selection certificate or that of your spouse, complete the Change to an application for a selection certificate (Dynamic PDF, 82 Kb) form and return it to us along with the necessary documents within 30 days after the change.

Please note that the Ministère is applying new rules for the intake of applications for the Québec Selection Certificate (CSQ). From now on, several verifications will have to be done before a file can be opened. In this context, the Ministère has suspended its 30-day commitment to send a letter confirming that a new file has been opened.

If your file meets the conditions for submitting an application, a letter confirming that your file has been opened will be sent to you within 4 to 6 months.
