Submitting a collective sponsorship application

The aim of the collective sponsorship program is to provide for the admission of refugees and persons in similar circumstances based on humanitarian considerations. It is not intended for family reunification. If the person you are sponsoring is a close relative (spouse, parent, or child under the age of 22) of a Québec resident, you must first examine the possibility of the family member in Québec signing an undertaking, in the family class, on behalf of the sponsored. Persons sponsored in this category do not have to show that they are refugees or a person in a similar situation and their ability to integrate into Québec society is not taken into consideration. Procedure
You meet the requirements and want to submit a collective sponsorship application?
The steps to follow are:

Read the Sponsor's Guide Parrainage collectif des personnes en
situation particulière de détresse (PDF, 430 Kb), then fill out all the sections of the Undertaking Form and other required
forms that correspond to your group composition:
- Group of two to five persons (Instructions
and forms)
- Non-profit organization (Instructions
and forms)
- Group consisting of a Québec resident and a non-profit organization (joint undertaking formula) (Instructions
and forms)
IMPORTANT
You must declare all of the following information in
your sponsorship application:
- all members of the immediate family of the person you are sponsoring
(spouse and dependent children), even if they are not accompanying
the sponsored person
- members of the sponsored person’s immediate family (spouse and children) who are missing, if you do not have confirmation that they are deceased.
When signing a sponsorship undertaking, it is crucial to avoid separating extended family members who live together and who are interdependent emotionally or financially. You must assess the family situation as a whole and, if applicable, sign distinct sponsorship undertakings to sponsor all the members of the extended family unit

Assemble all the documents required that correspond to your group
composition:
- Group of two to five persons (List
of documents to be included)
- Non-profit organization (List
of documents to be included)
- Group consisting of a Québec resident and a non-profit organization (joint undertaking formula) (List of documents
to be included).
For your application to be deemed complete and admissible, you must also include the Application for Permanent Residence in Canada forms for the person or persons your are sponsoring. The instruction guide and the forms (IMM 6000 kit) are available on the website of Citizenship and Immigration Canada.

Send all required documents to the Direction
de l'immigration familiale et humanitaire (Island of Montréal) or to the regional office serving your region.
The processing of your collective sponsorship agreement is free.

PRACTICAL ADVICE |

Once you have submitted the sponsorship application, you
must inform the Direction
de l'immigration familiale et humanitaire (Island of Montréal) or the regional office serving your
region of any change in the sponsored person’s family situation,
such as the birth of a child, his or her marriage, or the marriage of one
of his or her children.

The next steps
- If your sponsorship application is approved, you will receive a copy by mail of your accepted undertaking agreement. The sponsored person’s file will be sent to the relevant Canadian visa office in order to initiate the assessment abroad of your sponsored person’s candidacy. See Assessment

- If your sponsorship application is refused, you will be notified in writing.
IMPORTANT: The acceptance
of an undertaking does not automatically guarantee that a CSQ or a permanent
resident visa will be issued to the person you are sponsoring. These are
two separate procedures. In addition, once the sponsorship application
has been accepted, a significant wait time is to be expected before the
sponsored candidate is called to an interview.
