Notice to individuals in the process of adopting a Chinese child

To ensure that you obtain the Québec Selection Certificate (CSQ) for your child before your departure for China, the Ministère de l’Immigration et des Communautés culturelles (MICC) has introduced a new procedure.

Since May 9, 2011, anyone who has:

  • submitted a sponsorship application to Citizenship and Immigration Canada and received a letter confirming its admissibility,

AND

  • accepted a proposal to adopt a child from China (that is, the Secrétariat à l’adoption internationale has signed the “Letter Seeking Confirmation” issued by the Chinese authorities),

must take certain steps with the MICC as quickly as possible in order to submit an undertaking application and obtain a Québec Selection Certificate for the child to be adopted.

If you are in this situation, you must first obtain Kit A of the undertaking application and complete the documents in this kit. To ensure that you correctly fill out all the forms, please consult the Sponsor’s guide (PDF, 168 Kb).

You must return the forms duly completed and signed as well as all of the required documents (see the checklist) to the ministère de l’Immigration et des Communautés culturelles.

If you reside on the island of Montréal or in the administrative regions of Outaouais, Abitibi-Témiscamingue or Nord-du-Québec, your undertaking application must be sent to:

If you reside in another administrative region, your undertaking application must be sent to the regional office closest to your place of residence.

Upon receipt of your complete file, the MICC will start processing your undertaking application. As soon as the Secrétariat à l’adoption internationale has issued the letter of non-opposition and transmitted it to us, the MICC will issue the child’s CSQ.  

Note: By submitting your application as quickly as possible, that is, as soon as you accept the proposal to adopt a child and that the “Letter Seeking Confirmation” has been signed by the Secrétariat à l’adoption internationale, you will avoid having to come to our offices for an interview and rush through the procedures before your departure.
